Meeting Minutes

Mike Deming calls the meeting to order.

Minutes of the March 10, 2009 Meeting.

Motion to approve as recorded by Paul McDonald, seconded by David Thurston. All members vote approval. Motion carried.

Certificates of Appropriateness.

1) 27 Grove Street – Paul & Christina Carter – Request to install fencing in front and rear yards.

Paul Carter – Would like to install a new fence in a portion of the rear yard that is made of the wood composite material. The fence is 6’ tall, privacy fence. Installed on the rear, left side of the house between existing fence and deck. Also like to install a fence to enclose the front lawn and keep the dogs off the lawn. This fence would be either black aluminum or wood picket.

Stephen Selvek – Went to Lowes and reviewed the composite fencing. Would not recommend its use in a front yard, but rear yard away from public sidewalk would be acceptable. Fence resembles wood from afar and is only noticeable as a composite when close. Both wood picket and ornamental “wrought-iron style” aluminum are acceptable in the front yard.

Board discussion – Agree either wood or aluminum fence could be appropriate in the front lawn. Ask about height to proposed fence.

Stephen Selvek – Code restricts fencing that would create a visual barrier to 30” in the front lawn. This would apply to the wood picket fence. The aluminum fence is typically 48”. I would recommend that 48” would be the max. What color are you proposing?

Paul Carter – The aluminum would be black. The wood picket is undecided.

Paul McDonald – makes a motion to approve rear fence as submitted.  Seconded by Betty Lewis. All members vote approval. Motion carried.

David Thurston – makes a motion to approve a 30” picket fence or 48” aluminum fence pending staff review of the applicant’s final choice.  Seconded by Paul McDonald. All members vote approval. Motion carried.

2) 39 William Street – Sara Fagan – Request to install new sign.

Applicant – Would like to replace the existing sign with the sign shown in the application. The new sign will be shorter than the existing sign.

Stephen Selvek – Aesthetically the new sign is much nicer than the existing sign. The proportions of proposed sign seem to be more similar to other signs in the historic district. Would recommend approval of the new sign.

Paul McDonald – makes a motion to approve sign as submitted.  Seconded by Betty Lewis. All members vote approval. Motion carried.

Motion to adjourn made by Paul McDonald, seconded by David Thurston. All members vote approval.
